In 1856 "they agreed to declare Prince Napoleon an honorary Biscayan as his mother the Empress Eujenia came from the towers of Arteága and Montalvan. [...] Flattered by this title, she commissioned Mr. Couvrechef to completely repair its old tower [...], and preserve all of the solid part of the city walls or enclosure, and two of its turrets".
